Bank of Texas Gilbert Gerst, is chairman of the board for the North Texas Housing Coalition. He is a Senior Vice President, BOK Financial (BOKF), Community Development Lending and Investments. BOKF is a $24 billion regional financial services company based in Tulsa, Oklahoma. BOKF operates seven banking divisions: Bank of Oklahoma, Bank of Texas, Bank of Albuquerque, Bank of Arkansas, Bank of Arizona, Bank of Kansas City, and Colorado State Bank & Trust. He currently has corporate wide responsibility for community development lending and investment activities. Low Income Housing Tax Credit activities include construction and permanent financing as well as LIHTC equity investments. Other activities include New Markets Tax Credit lending and investments, Community Development Financial Institution investments, and commercial lending to non-profits and other business opportunities which contribute to the revitalization of low to moderate income neighborhoods and communities. Community Relations Officer
Citibank Karen Riley is the Dallas/Fort Worth Community Development Officer for Citi. Her responsibilities include maintaining relationships with local nonprofit organizations that provide financial education, affordable housing, homebuyer education, small business development and training, and other services to and for low- to moderate-income individuals and families. She has oversight of the Citi Foundation grant process and sponsorships in the DFW market, which includes a budget of more than $1M. Ms. Riley is a graduate of the University of Cincinnati, holding an undergraduate degree in Marketing and a Masters of Public Administration. She completed the Leadership Arlington Program, served as a volunteer for the Boys and Girls Club of Arlington, and Junior Achievement of Dallas. CityWide, CDC Sherman Roberts is the advocacy chair the North Texas Housing Coalition board. He is president/CEO of City Wide Community Development Corporation and is responsible for the day to day operations. Other duties entail the hiring of employees, making sure the board’s entire mission and policies are carried out as well as assisting the board in fundraising. Roberts also coordinates strategic planning for the organization, partners with city governments, HUD, banks, corporations and other government and financial institutions for community development projects. He also plans and implements community development, housing and economic development policies as mandated by the board of directors. Roberts has been appointed to the City of Dallas’ Supportive Housing Task Force and was elected to the board of directors for the Texas Association of CDC’s (State Association). | | |  | Monique Allen Advocacy Co-Chairperson

Urban Progress, CDC Monique Allen is an affordable housing advocate and serves on the Executive and Advocacy Committees for the North Texas Housing Coalition. Allen is a Commissioner and the Secretary of the Dallas Housing Finance Corporation and is in her fourth term (12th year). Allen is an advocate at the City and State level for workforce housing and is as a member of several national and state associations. She is CHAM certified and has attended trainings with The Credit Institute, The National Development Council, Enterprise Foundation, HUD, TDHCA and other providers. Allen is active in the community and has served on the SBA Women’s Council and has long been associated with The Southwestern Medical School Memory Clinic (Alzheimer’s and Dementia). School of Economic, Political and Policy Sciences Dr. Timothy Bray serves as director of the Institute. As the only research institute to be established by a grass roots community building organization, the Institute retains a flavor that makes it unique among its peers. IUPR truly believes that the fruits of research must serve the underserved by motivating the caliber of sustainable change necessary to improve quality of life and build a better world. The Institute continues to build friendships in the communities we serve, helping residents realize their visions of lasting change. Dr. Bray is also on the faculty of the School of Economic, Political, and Policy Studies at the University of Texas at Dallas, where he teaches in the political economy and criminology programs. He teaches graduate and upper division courses in quantitative methodologies and structural correlates of social disorganization. He also mentors graduate students, and involves graduate and undergraduate students in the research work of the Institute. Dr. Bray serves on the Board of Directors of the North Texas Housing Coalition and the Executive Committee of the Urban Institute's National Neighborhood Indicators Partnership, in addition, he advises a number of local organizations on isuses of equity and sustainability. Dr. Bray received his Ph.D. in Criminology from the University of Missouri-St. Louis. Prior to earning his doctorate, Dr. Bray served as an Assistant Bureau Chief with the Illinois State Police, where he headed the strategic and operational research units. Upon leaving the State Police, Dr. Bray was awarded the Achievement Medal for his innovative approach to solving contemporary and traditional policing issues. | | |

Texas Association Community Development Corporation Steven A. Carriker is the Executive Director of the Texas Association of Community Development Corporation (TACDC). North Central Texas Council of Governments Mike Eastland has been Executive Director of the North Central Texas Council of Governments since December 1, 1992. Mike's public management career spans over 40 years of service in Texas. Prior to joining NCTCOG, he was City Manager of Carrollton for 8-1/2 years. He has a Bachelors Degree from the University of North Texas and an MPA degree from Texas State University. He has also attended the LBJ/Texas City Management Association's Public Executive Institute. El Dorado Housing Corporation Carlos Herrera has over 30 years of professional experience in the areas of public policy development and implementation of economic, housing, and community development programs. He has an extensive knowledge of federal, state, and local government programs and how they inter-relate with private financing to create leveraged economically feasible investments. He served as Executive Director for the Austin Economic Development Corporation from 1974 to 1979 and Director of Housing and Community Development for the City of Austin from 1979 to 1984. In addition, Mr. Herrera has held several federal contracts dealing with finance and real estate. He served as Special Projects Manager in the Housing Department for the City of Dallas from 1993 to 1998. In this capacity, among other duties, he managed the City of Dallas' Community Housing Development Organizations (CHDO) program In addition, he has been a consultant in business financial planning and structuring financing for single-family and multi-family developments. In 1999 he started El Dorado Housing Development Corporation, a for-profit company, and began competing for Low-Income Housing Tax Credits. In 2000 he was awarded $6 million in tax credits for a 100-unit family apartment complex in Dallas, in 2001 he was awarded $10 million in tax credits for a 164-unit family apartment complex in Brownsville, Texas, and in 2002 he was awarded $10 million in tax credits for a 163-unit family apartment complex in Austin, Texas. All three apartment complexes are completed and leased-up. Chamber of Commerce Galileo Jumao-As (who mah was) serves as the President of the Greater Dallas Asian American Chamber of Commerce (GDAACC) since March 2007, and the Executive Director of its Foundation – the Multi-ethnic Education and Economic Development Center (MEED Center). With over 17 ethnic Asian groups under the umbrella of the Asian Chamber, Gal showed his passion and dedication to advocate for the participation of minorities in business and economic development. He works in collaborative efforts with the Hispanic and the Black chambers of commerce, and other advocacy organizations in giving voice to the minority by serving in Advisory boards and committees in Dallas Independent school District, Dallas County Community College District, North Texas Tollway Authority (NTTA) while at the same time building partnerships and strategic alliances with Public and Private agencies in the local, state and Federal level. Jumao-As has served on numerous civic boards and contributed countless hours of volunteer hours to Asian Community organizations. Texas State Affordable Housing Corporation David W. Long is the President of the Texas State Affordable Housing Corporation (TSAHC). He oversees the daily operations of the corporation including programs, budget, staffing and legal matters. He developed the Affordable Homeownership Program for Texas to serve low income individuals/families that are not able to meet traditional lending requirements. He has served as the Texas liaison to the US Inter-agency Council on Homelessness since being appointed by Governor Perry in 2010. Inclusive Communities Project Ann Lott began her housing career as a clerk at the Dallas Housing Authority (DHA) shortly after leaving college and served as its president and CEO from 2001 – 2008. In this capacity, she oversaw the administration and professional work involved in the planning, directing and coordination of assisted housing programs for over 23,000 low- income families. Ms. Lott recently joined the team of the Inclusive Communities Project, a fair housing and civil rights organization dedicated to the creation and maintenance of racially and economically inclusive communities. Lott coordinates the housing initiatives program and works with developers, community leaders and stakeholders to create, expand, and develop affordable housing opportunities for low-income families in low poverty neighborhoods of the Dallas-Fort Worth Metropolitan Area.
